River City Alliance Brings Sustainable Support to India's Urban River Management

India is home to some of the world's largest river systems, which support agriculture, livelihoods, biodiversity, and cultural heritage. Thus, its River Cities Alliance(RCA) is revolutionizing urban river management by fostering sustainable practices and collaborative efforts. Since its inception in November 2021 with an initial cohort of 30 cities, the RCA has grown significantly, now encompassing over 145 cities, including global collaborators such as Aarhus, Denmark.

Co-led by the National Mission for Clean Ganga (NMCG) and the National Institute of Urban Affairs (NIUA), the RCA facilitates inter-city knowledge sharing and supports the development of Urban River Management Plans (URMPs). It emphasizes capacity building, technical support, and knowledge exchange to address challenges such as pollution, encroachment, and climate change impacts on urban rivers. It empowers cities to adopt sustainable practices tailored to local river ecosystems while encouraging inter-city collaboration for long-term solutions.

It also aims to embed water sensitivity into mainstream urban planning, ensuring that rivers are treated as critical natural assets rather than waste channels. A significant milestone in RCA's journey was the DHARA 2023 (Driving Holistic Action for Urban Rivers) event held in Pune, which brought together city planners and stakeholders to discuss river-sensitive urban planning. It highlighted the importance of integrating water management into urban development to prevent issues like floods and inadequate waste management.

The RCA's global outreach was further strengthened through partnerships with international organizations and participation in events like the UN Water Conference 2023. These collaborations aim to learn from global best practices in river management and adapt them to the Indian context.

With the recent approval of the Action Plan 2025, the RCA is set to undertake a series of initiatives focussing on river-sensitive urban planning, capacity-building programs, and the development of technical tools. These efforts align with the Prime Minister's vision of rejuvenating urban rivers and ensuring sustainable urban development.

The River Cities Alliance stands as a testament to India's commitment to preserving its urban rivers through innovation and international collaboration. With urbanization, the RCA’s role in guiding sustainable urban river management becomes increasingly vital for ecological resilience and urban well-being, ensuring that water resources remain central to future urban sustainability strategies.

From Policy to Practice: Making Public-Private Partnerships Work

Public-Private Partnerships (PPPs) have emerged as a crucial component of India’s infrastructure strategy, helping to close investment gaps and enhance the quality of public service delivery. Between 2023 and 2025, India has taken significant steps to shift PPPs from policy to practice through targeted initiatives and reforms.

A breakthrough occurred in 2023 when the International Finance Corporation partnered with the National Bank for Financing Infrastructure and Development to develop a robust pipeline of PPP projects. This collaboration is expected to unlock nearly $2 billion in private investment, targeting sectors such as renewable energy, urban services, and climate-resilient infrastructure. These efforts align with India's broader goals of achieving sustainable growth and meeting international climate commitments.

The Union Budget 2025 also introduced key financial incentives aimed at strengthening PPP adoption. It included ₹1.5 lakh crore in 50-year interest-free loans to states for infrastructure development and launched a ₹20,000 crore innovation fund focussed on promoting new technologies through PPPs. These fiscal provisions are expected to attract private investment and make infrastructure projects financially feasible, scalable, and technologically sound.

The government's push reflects its commitment to enhancing private sector participation in public infrastructure, from highways to digital networks. Despite these promising developments, challenges continue to hinder their effective implementation. The Ministry of Statistics and Programme Implementation reported that 449 large-scale infrastructure projects were facing cost overruns totalling ₹5.01 lakh crore as of early 2025.

The primary causes include land acquisition issues, delays in environmental clearances, and regulatory bottlenecks. These persistent obstacles suggest the need for improved coordination between government departments and faster approval mechanisms. Furthermore, sectors such as ports and renewable energy have demonstrated the potential of successful PPP models. Over 51% of major port operations are now managed under PPP arrangements and are being extended to all terminals under the SagarMala initiative.

Similarly, PPPs have also accelerated the deployment of clean energy solutions to support India’s energy security quest. By October 2024, India had achieved an installed solar capacity of 92 GW, showing substantial progress toward its target of 450 GW of renewable capacity by 2030. Thus, such an evolving PPP ecosystem underscores the importance of strong policy execution, financial incentives, and inter-sectoral coordination to drive sustainable economic development.

Energy Statistics India 2025 Tabled India's Critical Energy Potential

The energy sector is critical to India’s economic growth, underpinning development and supporting a rapidly growing population and industrial base. To offer a comprehensive overview of India's energy landscape, the Ministry of Statistics and Programme Implementation (MoSPI) has released the "Energy StatisticsIndia 2025" report. This publication highlights the nation's significant strides in energy production, consumption, and potential, underscoring its commitment to sustainable growth.

The report shows that India has recorded a 7.8% increase in Total Primary Energy Supply over the previous year, reaching 903,158 kilotons of oil equivalent in the FY 2023-24. This reflects the country's robust economic expansion and its efforts to meet rising energy demands.

The country's renewable energy potential stands at 2,109,655 MW. This is distributed across various sectors with the highest being in wind power, followed by solar energy, and large hydro. Further, more than half of this renewable potential is concentrated in four states, namely, Rajasthan, Maharashtra, Gujarat, and Karnataka.

The installed capacity for renewable energy generation has seen substantial growth, rising from 81,593 MW in 2015 to 198,213 MW in 2024, marking a CAGR of 10.36%. Correspondingly, electricity generation from renewable sources increased from 205,608 GWh in 2014-15 to 370,320 GWh in 2023-24, with a CAGR of 6.76%, and helped India to move forward towards its commitment to net-zero emissions by 2070.

A hike in per capita energy consumption has also been witnessed at a CAGR of 2.55%. Additionally, transmission and distribution losses decreased from 23% to 17% over the same period, indicating improvements in energy efficiency and infrastructure modernization across the country.

The industrial sector emerged as the largest energy consumer, with consumption rising from 242,418 KToE in 2014-15 to 311,822 KToE in 2023-24. Other sectors, including commercial, residential, agriculture, and forestry, also demonstrated consistent growth. This multidimensional growth is driven by urbanization, economic progress, and technological adoption across the states and sectors.

The report serves as a vital resource for policymakers, researchers, investors, planners, and stakeholders, providing insights into India's energy trajectory and its ongoing transition towards a sustainable and energy-secure future. It also acts as a benchmark for assessing progress and identifying areas requiring enhanced focus, innovation, and investment to meet the country’s long-term energy goals.
